mac80211: silence warning for missing rate information

Silence warnings for missing rate information.

These warnings do not provide value. Instead, they might rotate more
crucial information out of the kernel message ringbuffer.

modules: update to latest HEAD

The import of libgen.h required for basename() was missing. This lead to
undesired behavior on 64 bit systems, where only the upper 32-bit of the
returned pointer was used.

On ARM64 systems such as mediatek-filogic, this lead to a signed extend
of the 32-bit address, leading to a crash of respondd.

[OpenWrt 24.10] kernel: bridge: readding MLD wakeup call feature

[OpenWrt 24.10] Revert "routing: remove noflood"

With the update to OpenWrt 24.10 the bridge MLD wakeup call feature was
removed. However the issue with Android devices and MLD is still
present. Therefore readding the bridge MLD wakeup call patch and porting
it to Linux 6.6 / OpenWrt 24.10.

Kernel namespacce support is only enabled on non small flash targets by
default.

Enable it for all targets to allow procd-ujail to be used on small flash
targets (notably ramips-mt76x8).

The ramips-mt76x8 target is now flagged as a small-flash target. Those
targets can not be compiled with KERNEL_IO_URING support, thus the
config option is not exposed.

Try disabling the config option to avoid failing on this platform.
