opkg: do not preserve opkg keys on upgrades by default

Custom keys can still be preserved by listing them in sysupgrade.conf.

This is a temporary solution for the remaining life of opkg; a better,
upstreamable solution will be implemented when switching to apk (if it
is still necessary).
